Is there some kind of emoji illuminati that calls the shots?

I recently received a message from a friend on Facebook：Where can i write to for NEW EMOJI suggestions? Thank you.  : )

At a glance, emoji are simple. Each icon visually represents something recognizable easily— food, a happy face, a high-five. The creation of an emoji is hardly so straightforward.

Who designs them? Who decides which new emojis get added each year? Can anyone suggest an emoji? Or is there some kind of emoji illuminati that calls the shots?
